Wandsworth Police Officer Dismissed And Fined

A serving Metropolitan Police officer attached to Wandsworth has been formally dismissed following a three-day misconduct hearing that concluded on Wednesday, 26 October.

35 year old Police Constable Mark Touslon, was facing allegations that his conduct amounted to a breach of the Standards of Professional Behaviour in respect of: Discreditable Conduct.

On 27 November 2014, whilst off-duty, the officer was alleged to have been drinking with a friend in Wimbledon and used threatening, abusive and insulting behaviour, assaulting a police officer, and further obstructing and resisting officers in the execution of their duty.

On 12 December 2014, PC Toulson appeared at Wimbledon Magistrates’ Court and was charged with four offences as follows:

1. Use threatening/abusive/insulting words/behaviour with intent to cause fear of/Provoke unlawful violence (Section 4(1) and (4) of The Public Order Act 1986)

2. Assault a constable in the execution of their duty (Section 89(1) of The Police Act 1996)

3. Obstruct/Resist a constable in the execution of duty (Section 89(2) of The Police Act 1996)

He pleaded not guilty to these three offences.

4. Obstruct/Resist a constable in execution of duty (Section 89(2) of The Police Act 1996).
Toulson pleaded guilty to this offence.

On 15 July 2015, PC Toulson appeared at the same court where the court accepted his guilty plea.

The Crown Prosecution Service offered no evidence in relation to the remaining charges and he was fined £443.

After hearing all the evidence and mitigation, the panel deemed the most appropriate outcome to be dismissal without notice.
